Every 10 years, state legislatures redraw Congressional district lines. Districts must have equal populations (Baker v. Carr) and be contiguous.

Tactics
Packing: Concentrating opposing voters into one district to reduce their power in others.
Cracking: Spreading opposing voters thinly among many districts so they can never win a majority.
